Anti-Ragging Cell

Introduction:
The Anti-Ragging Cell has been established at The Borivli Education Society’s Matushri Pushpaben Vinubhai Valia College of Commerce to ensure a safe, respectful, and harassment-free learning environment. Ragging in any form—whether physical, verbal, written, psychological, or by any act—is strictly prohibited within or outside the college campus. The institution follows a Zero Tolerance Policy towards ragging, in full compliance with the UGC Regulations on Curbing the Menace of Ragging in Higher Education Institutions, 2009 (U/S 26(1)(g) of the UGC Act, 1956), and The Maharashtra Prohibition of Ragging Act, 1999, along with applicable penal laws. The Anti-Ragging Cell is committed to preventing ragging, taking strict disciplinary action against offenders, and promoting a culture of dignity, equality, and mutual respect.
Objective:

  • Prevent ragging in any form and ensure a ragging-free campus.
  • Provide a safe environment where students can pursue education without fear of discrimination, exploitation, or harassment.
  • Create awareness about the legal consequences of ragging and promote responsible behavior.
  • Investigate complaints of ragging impartially and initiate suitable disciplinary actions as per the law and institutional policy.

Functions:

  1. Awareness Generation:
    Conduct awareness campaigns, seminars, and workshops to sensitize students, faculty, and staff about the definition of ragging, its harmful effects, and the serious consequences of indulging in it.
  2. Complaint Redressal:
    Provide a confidential platform where students can report incidents of ragging without fear of retaliation.
  3. Inquiry and Investigation:
    Conduct thorough and impartial inquiries into reported cases of ragging, ensuring fair treatment of both the complainant and the accused.
  4. Punishable Offences Monitoring:
    Monitor and act on serious ragging-related offences such as abetment, criminal conspiracy, assault, extortion, trespass, wrongful confinement, psychological humiliation, and other actions as defined under the law.
  5. Disciplinary Actions:
    Based on the inquiry findings, recommend suitable disciplinary actions, which may include:
    • Suspension from classes and academic activities.
    • Withholding or withdrawal of scholarship and other benefits.
    • Debarring from examinations or other evaluation processes.
    • Withholding results.
    • Debarring from representing the institution in events.
    • Cancellation of admission or expulsion from the institution.
    • Collective punishment, if the offenders are not individually identified.
    • Any other action deemed appropriate under the circumstances.
  6. Record Maintenance:
    Maintain confidential records of complaints, inquiry reports, actions taken, and periodic reports as per regulatory guidelines.
  7. Support to Victims:
    Provide necessary support, guidance, and counseling to victims of ragging, ensuring their well-being and safety.
  8. Ensure Compliance with Legal Framework:
    Implement the provisions of the UGC Regulations, Maharashtra Prohibition of Ragging Act, and other applicable laws, while periodically reviewing and updating institutional anti-ragging policies.
